What is the difference between a certified (authorized) translation and one that is notarized?

The notarized translation is a certified translation, amended with the translator's sworn statement, signature and authorization stamp (containing the authorization number). Besides her/his sworn statement, we also have to print a form used by the Notary Public, thus notarizing the translator's signature.
